Payouts
Disburse to many bank accounts in one batch - create a payout, then list and read it as its items settle independently.
A payout is batch disbursement: one call fans out to many external bank
accounts, each item paid as an independent NIP-out. You fund the whole batch from
one of your wallets; Acute validates the total up front, then the payout worker
disburses the items asynchronously. The batch is addressed by its
acuinf…pyo reference; each item by its acuinf…poi
reference. Money is in kobo.
Read the conventions first - the envelope, auth, idempotency, and
pagination are assumed across every operation. Every payout route requires the
payout scope.
